郭祈廷（1964 年生）與太太張淑華結婚後，為生計而在住家騎樓擺攤販賣鱔魚意麵，20 多年的慘淡經營，卻也撐起一家大小溫飽。土城郭鱔魚意麵的食材有：鱔魚、意麵、洋蔥、蒜頭、高麗菜、青蔥。客人點食時，先下豬油熱鍋，再將鱔魚、意麵、洋蔥、蒜頭、高麗菜、青蔥等食材下鍋，快炒後，加醬汁，起鍋裝盤，上桌。火喉的控制，時間的拿捏，在在影響鱔魚意麵脆度與口感，卻是郭祈廷的拿手絕活。由於老闆娘張淑華不殺生，所以土城郭購買的鱔魚，都已是處理好的。自從頂新劣油案爆發後，郭祈廷就不再使用坊間的沙拉油，自己到市場購買「肉能」回家自行榨油。而醬汁是以豆油、醋、糖等自家調製。
