Beitou Incineration Plant was established on July 1, 1991, originally named Shilin Incineration Plant. On July 1, 1995, it was renamed Beitou Incineration Plant due to its location being reassigned to Beitou District. It is under the jurisdiction of the Environmental Protection Bureau of the Taipei City Government. The observation deck is located at the 116-meter-high painted chimney of the incineration plant. Visitors can take a transparent scenic elevator from the 1st-floor entrance to reach the observation deck. The observation deck features a 360-degree large floor-to-ceiling window, offering a panoramic view of Yangming, Guanyin, and Datuen mountain ranges. It also provides a view of the Danshui and Keelung Rivers and the Soche Island sandwiched between the two rivers. Looking down, one can see a vast expanse of mountains, rivers, and wetlands, as well as the green and flat Guandu Plain. At sunset, the view includes the sunset over Guanyin, and at night, the dazzling scenery can be seen. It is a famous observation spot in Taipei City, with information about the actual scenic spots displayed inside the building.
