In the 1950s and 1960s, due to the tense relationship between the two sides of the strait, in order to reduce the risk of having the administrative center in Taipei, the provincial government moved to central Taiwan and successively developed large areas of wasteland in the middle part of the island. This was to accommodate many related institutions and to resettle employees who moved south for work along with their families. To this end, the government sent people to Europe and the United States to study and learn from their experiences. Upon their return to Taiwan, they built new towns and planned integrated communities where offices and homes were combined. They adopted low-density development and high-green space design, creating a pleasant living environment like a garden city. Many of the military dependents' villages built during this period, although now old and aged, have become popular private attractions that people love to take photos and stroll around. The establishment of Lidong New Village (黎明新村) is a product of this historical background. The plan to build new villages in central Taiwan started with Guangfu New Village (光復新村) in Wufeng, followed by Zhongxing New Village (中興新村), Shenji (審計) and Chang'an New Village (長安新村) and other government dormitories. Lidong New Village, which covers an area of 41 hectares, was the last batch to be completed in 1975. It has a total of over 1,300 households and has inherited successful experiences such as an independent sewage treatment system and pipeline design. The community also eliminated problems encountered by previous villages, such as the fact that many early-built military dependents' villages were state-owned. In Lidong New Village, residents own the land and housing property rights, avoiding the trouble of household relocation and village demolition due to government land redevelopment in the future. In addition to its lush natural environment, the community also has complete public facilities and sound living functions, such as activity centers, markets, and educational schools from kindergarten to high school. These features have attracted many people to move in and live there.
