The Sheng An Temple in Ruisui, Hualien, is the oldest city god temple in the region. In 1889, Mr. Xie Fangrong built a thatched hut and named it Sheng An Temple, to worship Shela City God. The temple is located in Ruisui's Fuyuan, where the original local name was "Bazi Village." Since long before the arrival of Han Chinese settlers, Ami Tribe indigenous people had already lived here. The location of Sheng An Temple lies at the boundary between Han villages and indigenous tribes. Due to its unique geographical position, it clearly represents significant ethnic relations. After several renovations, it later became a modern concrete temple building, consisting of a main hall and side halls. Inside the temple, there are brick-engraved statues of Fu De Zheng Shen (God of Wealth), and the tablet of Pangu Emperor is placed within the niche of Wugouxian Di (Lord of Five Grains). The birthday of the City God is on the 13th day of the fifth lunar month. The Sheng An Temple mainly venerates Shela City God, and hosts grand temple fairs and parades annually. Unlike others, Shela City God here maintains an ancient tradition of conducting night visits among the populace. On the evening of the 12th, all participating troupes in the village gather and travel the town in vehicles. On the 13th, they conduct an expanded procession extending south to Ruisui and north to Dafo, becoming the community's most significant annual event. The annual "Dark Visit" in Bazi Village is its key event, originally characterized by team competitions of carrying large drums with human power, and red decorations applied along the route, accompanied by continuous popping of firecrackers. Currently, it hosts the "Drum King Competition" to promote Bazi Village’s excellent traditional drumming.
