Matsu's Juguang Township was formerly known as Baigan. "Ken" is the phonetic rendering of "dog" in the Fuzhou dialect, hence it was also called Baiquan. The two islands' mountainous shapes resemble two small dogs lying on the sea surface, hence the eastern island is termed East Dog Island, and the western island, West Dog Island. In 1971, it was renamed Juguang, meaning "not to forget Ji," after the historical allusion Wufang Zai Ju (毋忘在莒), and the names were changed to East Jugu and West Jugu. The Juguang Visitor Center is located near the Fu Zheng settlement on East Jugu Island.
