The reputation of the "Fu Kang'an Meritorious Deed Monument" , a monument built by Emperor Qianlong to commend his merits, is very great. The stone monument was erected on a stone tortoise, which was quite spectacular. It can often be seen in China that stone tortoises are used as the base of monuments, but it is rare in Taiwan, with only a few remaining in Tainan and other places. Not only is it rare and precious, but more importantly, this monument leads to an important part of Taiwanese history - the Lin Shuangwen uprising. Especially in Zhuo Luo county, due to this event, Emperor Qianlong named it " Jiayi", which is the only place name in Taiwan that was personally named by the emperor.
In the 51st year of Qianlong (1786), Lin Shuangwen led an uprising in Zhanghua, killed the magistrate of Zhanghua, and then marched south to capture Zhuo Luo (now Jiayi) and Fengshan counties. For a time, the whole island of Taiwan was thrown into chaos. Because of the bravery of Taiwan's military commander, Chai Daji, not only did he defend the city of Tainan, but also recaptured the city of Zhuo Luo in the first month of the 52nd year of Qianlong (1787). However, after reorganizing, Lin Shuangwen's army continued to besiege Zhuo Luo city. The war was tragic and the situation was critical.
In October of the same year, Emperor Qianlong sent General Fu Kang'an, who had achieved military merits, to lead troops to reinforce Taiwan. He successfully defeated Lin Shuangwen and lifted the siege of Zhuo Luo city. As a result, the military and civilians of Zhuo Luo city were commended for their bravery in defending the city. Therefore, the Emperor decided to change the name of Zhuo Luo city to Jiayi.
In the 53rd year of Qianlong (1788), the Emperor built ten monuments with inscribed commendations and tortoise bases to commend Fu Kang'an's military merits. Four of them were entirely in Manchu, four were entirely in Chinese, and two were inscribed in both languages. One of the bilingual monuments was intended to be erected in Jiayi, while the other nine were to be set up in Tainan.
The monument and the tortoise base were carved in Xiamen and completed. When they were transported to Tainan and unloaded at the port, one of the tortoise bases accidentally fell into the sea. Therefore, a sandstone imitation was made for Jiayi. After several relocations, the monument was finally placed at its current location. (The tortoise base that fell into the sea was fished out by Tainan fishermen in 1911 and enshrined in the Baoshan Temple in Tainan.)
