以養殖為業的王文堂 (1952 年生 )，因下崙地勢低窪，經常淹水，尤其在韋恩颱風 (1986 年 )中魚塭幾毀，因而放棄魚塭養殖，隔年 (1987) 在「臺 17 線」道路與民生路口擺攤販賣肉粽及鴨肉羹麵。當時下崙市場就在「臺 17 線」道路上，後來「臺 17 線」道路拓寬，市場移到民生路上，王文堂也將賣場移到今址，才增賣米粉炊、豬血湯等。下崙地區的養殖業者，以養虱目魚、粉蛤、蝦子為主，當虱目魚、粉蛤、蝦子要收成，都是半夜就開始作業，塭主在清晨 3、4 點時會來買點心給工人吃。早先都是買粽子，後因粽子較不好消化，而改以羹麵為主，王文堂的經營重心，也由粽子漸漸轉到羹麵上。文堂鴨肉羹的作法是：洋
