The Vision of Wind City Pavilion was originally the site of the "Air Force Engineering Regiment Auditorium". The original building was constructed in 1959 and was used as a gathering and recreational performance venue for the Air Force Engineering Regiment. The Air Force Engineering Regiment was established in 1945 in Chongqing and was directly under the Military Commission's Ministry of Military Affairs, responsible for the construction and maintenance of military airports across the country. After the government moved to Taiwan, the regiment was concentrated in Hsinchu for training in 1950, which is now the site of Hsinchu Park. In 1983, the regiment was disbanded and reorganized into the Air Force Engineering Team, and was relocated to Taichung County in 1995.
Due to the gradual loss of function and years of abandonment, the building is now managed by the Hsinchu City Government. Although the building is not a historical building, it has a history of over 40 years. To make the old building and idle space available for reuse, the "Air Force Engineering Regiment Auditorium" was repositioned as a museum showcasing Hsinchu City's urban development model and providing up-to-date urban construction information, and was named the "Vision of Wind City Pavilion".
It is also the third museum in Hsinchu City to reuse an old building, after the Museum of Images and the Glass Art Museum. In March 2018, the Vision of Wind City Pavilion was transformed into the "Wind Live House", a performance venue that can accommodate about 600 spectators. It is also the first professional mid-sized live house in Hsinchu City.
The overall space design is centered around music and art performances, retaining the original steel beam structure, and completely renovating the walls, floors, and roof to improve the building's sound absorption and insulation performance. The "Wind Live House" is also the second music performance space in Taiwan to be operated by the public sector, allowing old and idle public spaces to be opened up for more people to use through design and creativity.
