The overall site planning concept for the new Taichung City Government center aims to showcase democratic spirit, diverse vitality of democratic operations, and government decision-making processes. The Taichung City Government building is designed as a horizontal long rectangular shape, while the City Council building is a vertical short rectangular shape. This basic concept is developed and extended to the surrounding open space and park design, achieving coordination and balance between the two buildings with different forms. The arch structures of the two independent buildings engage in a dialogue, standing on the central axis, facing each other like two gateways on the same main axis. One building features a transparent cube suspended from it, while the other has a large door and window frame. The City Government building's enclosed and suspended council chamber responds to the City Council building's transparent and open council chamber. The arches and door and window frames symbolize stepping from today into the future. The axis of the buildings merges with the park, which not only connects the two office buildings but also serves as a venue for Taichung citizens and international visitors to meet and gather. The northern plaza extends from Taiwan Avenue to the elevated platform of the government building. When standing under the cantilevered council chamber, visitors can see through the building's visual transparency, naturally blending the City Council building with the surrounding park and pool, creating a theater-like landscape. Each floor's lobby connects the flow of people, serving as a core node for interaction between visitors and staff, and becoming a key visual focus of the building.
