The towns of Daring and Shanhsing in Fenglin have been divided by the Hualien River since ancient times. During the dry season, there was only a makeshift bamboo bridge for crossing. In the summer of the Year 66 (1977) under the ROC calendar, following Typhoon passage, the bamboo bridge was swept away by floods. At that time, Vice Principal Chen Guoyi of Shanhsing Elementary School, along with teachers Zhang Jian, Deng Yu Ying, and Lin Bao Xuan, determined to walk hand-in-hand across the rushing river to get to school for teaching, despite the dangerous current. Alas, they stumbled and fell into the water en route. Teachers Zhang Jian and Deng Yu Ying drowned and died in the line of duty. The news shocked the nation, and people widely admired the relentless dedication of educators in remote regions. Upon learning of this, then Premier of the Executive Yuan Chiang Ching-kuo decided to allocate funds to construct a concrete bridge to improve external transportation for the townspeople. This bridge was named "Jianying Bridge" in honor of the two teachers who had sacrificed their lives. Subsequently, the story was adapted into the film "Jianying Bridge," which further spread the extraordinary spirit of these two teachers' dedication and sacrifice for their students. As a result, the fame of Fenglin was elevated significantly. To commemorate Teachers Zhang Jian and Deng Yu Ying, Fenglin Township Government built "Jianying Park" atop a small hill at the eastern end of the Jianying Bridge, adjacent to the famous coastal sightseeing road County Road 193 in Hualien. In addition to establishing a statue of the two teachers within the park as a lasting tribute, the park now serves as a leisure and recreational area for visitors in the Fenglin region.
