Double Mercy Hall (Shuang Ci Dian) located at Sanmin Road in Fengshan is the oldest temple in Fengshan District, with its construction dating back over three hundred years. The history of its founding can be traced to the late Ming Dynasty, when the Hall initially enshrined the Goddess Guanyin from Putuo Mountain under the name "Guanyin Pavilion." In the eighteenth year of Emperor Qianlong's reign of the Qing Dynasty (1753 AD), the front hall was expanded, and the temple introduced the Empress of Heaven from Quanzhou, moving Guanyin the Goddess to the rear hall. Since both primary deities were female, local worshippers honored their compassion and combined them as the "Double Mercy Pavilion." Locals commonly refer to it as the "Mazu Temple," "Hall of the Empress of Heaven," or simply "The Great Temple." This temple predates the renowned second-class historical site Longshan Temple, and has always been bustling with worshippers. Double Mercy Hall also holds a unique location opposite the Sanmin Road furniture market, coinciding with a feng shui theory known as the "hen's nest," ideal for a temple enshrining female deities—like a mother hen guarding her chicks. Although the exterior has changed through multiple renovations, the interior still preserves numerous tablets, couplets, and stone tablets rich in historical significance, making the Double Mercy Hall a treasured landmark in the hearts of Fengshan residents.
