The Houli Horse Ranch site covers a total of 14.9628 hectares. In recent years, the city government has carried out a comprehensive renovation of the park, planning and constructing the Flower Dance Pavilion. Following two major events—the “2018 Taichung World Flora Exposition” and the “2020 Taiwan Lantern Festival”—the Taichung City Government Tourism Bureau commissioned the private company “Taiwan Leisure Sport Technology Co., Ltd.” to take over the operation of Houli Horse Ranch and the Flower Dance Pavilion for ten years. By leveraging the professional management spirit and expertise of the private sector, the park will offer high-quality recreational spaces and diversified services, effectively manage existing facilities, expand the multifunctional use of public amenities, and create Taiwan’s largest equestrian education, culture, and experience park. Often seen as an aristocratic sport, equestrianism is being reimagined by Taiwan Leisure Sport Technology Co., Ltd. with the goal of developing an “accessible” version. The historic ranch buildings—the main office and director’s dormitory from the Japanese colonial era—have been transformed into themed restaurants, cafés, cultural-creative shops, and exhibition halls, preserving the elegant Japanese atmosphere while promoting equestrian experiences to the public to fulfill corporate social responsibility. It is hoped that the technology company’s expertise, combined with the park’s diverse recreational facilities, will turn Houli Horse Ranch into a technology park and create a thriving local tourism industry for the Houli area.
