The "Hsiao Wan-chang Museum of Art and Culture" was established by expanding the "Office of President Hsiao Wan-chang" set up in 2006. A total of 2,549 artifacts collected by Hsiao during his 50 years of public service and his tenure as Vice President, including medals, art pieces, calligraphy and paintings, and important documents, were donated to Chia Yi University for teaching, research and cultural purposes. The museum, located on the fifth floor of the Chia Yi University library, covers an area of 116.5 pings, and is divided into the following sections:
* Entrance Hall: a display of President Hsiao's personal life chronology; on display is the Order of Chi Chang, which he received during his tenure as Vice President.
* Art and Digital Resource Room: the exhibition floor design features a sundial, an aerial photo of Chiayi City and Chiayi City's flower; it multidimensionally displays Vice President Hsiao's administrative achievements. The room also features a large interactive computer and a multimedia room; through interactive designs, it displays digital museum data.
* Special Collection Room: it displays Dr. Hsiao's press releases, speeches, news clippings and important meeting records. Also on display are various honorary academic gowns, important calligraphy and paintings and treasured art pieces.
