Mr. Chi Jin-chi, founder of the Taipei City Hui Mang Education Association, has long offered massage training and skill certification guidance classes to help the blind acquire a professional skill, enabling them to be self-reliant. He has cultivated many blind massage therapists through these efforts.

In July 2015, in order to increase job opportunities for massage therapists, Mr. Chi specially opened a "Hui Mang Education Association Attached Massage Station" (now renamed "Yicheng Massage Station") near the Longshan Temple scenic area. This place is equipped with massage beds and back-massage chairs, allowing customers to choose their preferred time and service according to their needs. The charges are also very reasonable.
