The Fulfillment Amphitheatre is located next to the Wenhsin Forest Park. In 2001, the city government proposed an innovative development plan to "combine park green spaces with a large outdoor amphitheater" to enhance cultural development and establish a unique urban character. After extensive coordination and active promotion, the amphitheatre was completed in 2006 and a stage canopy was added in 2008. It is managed by the Taichung City Government Cultural Affairs Bureau. The stage is an outdoor open-style performance space, with a width ranging from 40 to 51 meters, a depth of 18 meters, and a canopy height ranging from 9.5 to 11.5 meters. The backstage area is a two-story reinforced concrete building with a basement, occupying 110 ping of land and having a total floor area of 247 ping. The seating area is divided into three levels, with a total of 6,009 regular seats and 20 seats for people with disabilities, totaling 6,029 seats. If the grassy slope area of the park is opened as a viewing area, the venue can accommodate up to 15,000 spectators. Since its inauguration on August 5, 2006, the Fulfillment Amphitheatre has continuously hosted various cultural and artistic events, becoming one of Taichung's highest-quality cultural and leisure public spaces. It has encouraged public participation in cultural activities through the concept of "cultural economy," promoting the development of the cultural and creative industries and successfully transforming Taichung into the "Vienna of the East."
