The Ryukyu Management Station and Visitor Center is located halfway up a slope adjacent to Baisha Harbor, occupying a three-story building. Due to the slope's topography, the main entrance is on the second floor. The lobby houses a tourism information counter with staff providing real-time travel consultations, complemented by both dynamic and static tourist guidance facilities. There is also a large presentation (meeting) room with a capacity for up to 75 people, accommodating events like large conferences and group tours. Outside, the facility includes an entrance plaza, an ocean-view platform, and a souvenir shop. The first floor contains administrative offices closed to the public, although the outdoor observation platform is open for visitors to rest and enjoy views of Baisha Harbor and the scenic coastline. The third floor consists of staff housing also not accessible to tourists.
Prior to its current function, the building served as the original Ryukyu Library, constructed in AD 1995. In AD 2000, Ryukyu Township was incorporated into the management scope of Taipower Bay National Scenic Area. Initially obtaining land proved challenging, so space within Ryukyu Library was temporarily rented from the township's office to serve as an interim management and visitor center.
With increasing visitor numbers and the need for improved recreational services, in 2009 the Taipower Bay National Scenic Area Management Authority obtained Ryukyu Library's land and building from the township at a cost, securing permanent premises for the new center. After renovations were completed, it officially opened in AD 2012. Featuring red-tile roofs and white walls, the structure exhibits clear island-style architecture interwoven with modern elements. European-inspired design features, such as pointed towers, columns, and colonnaded corridors, give the building a distinctive identity unmatched by other structures on Ryukyu Island, making it a local point of interest itself.
