Fugang's old name was once referred to as "Houzi (Monkey)" and served as the first landing point for early eastern coast indigenous people migrating from Green Island. From there, they gradually migrated along the coastline. Some remains are still present in the surrounding area. The indigenous inhabitants remained on the higher marine terraces on the southwest side of the current harbor. Following the construction of the Fugang Fishery Harbor, some of them relocated to the western marine terraces near the fishermen's settlements, known as the former Fugang New Village, primarily inhabited by Han people. Residents relying on agriculture in nearby areas were concentrated along the streets.
