Scenic Spot Construction: The construction of the scenic spot began during the Kangxi period or even earlier. The Bajhangxi River is one of the main rivers in the Chianan Plain. Due to the short and rapid flow of rivers in Taiwan, travelers often need to cross rivers by boat or ferry. The Bajhangxi River was an important waterway for transportation, with many ferry crossings, among which the busiest and most important one was located beside the Mituo Temple. According to legend, in 1715 (54th year of Kangxi), Zhou Zhongxuan, the Magistrate of Zhuoluo County, called for donations to build a raft to help travelers cross the river at the ferry crossing. The Bajhangxi River (also known as Bajiangxi River) is one of the main rivers in the Chianan Plain. In the early days, it was not possible to build a long bridge, so a ferry crossing was set up beside the Mituo Temple for boats and rafts to cross the river. To this day, a "Bajhangxi River Righteousness Ferry Monument" engraved in 1847 is still preserved. This type of righteousness monument matching the environment is extremely precious and rare in Taiwan. The Bajhangxi River is located south of the Pokouki River and north of the Jishi River. It flows through several townships and districts, including Fanlu Township, Zhongpu Township, Shuishang Township, and Taibao City of Chiayi County; Lujiao Township, Yijhu Township, and Budai Township of Chiayi County; and several districts of Tainan City, including Beimen District, Yanshui District, Xuejia District, and Houbi District. Finally, it empties into the Taiwan Strait at the Haomei Village in Chiayi County. During the flood season, the discharge of the Bajhangxi River reaches about 1,800 cubic meters per second, but during the dry season, it drops to only 0.4 cubic meters per second, showing a great change in water flow. During the summer and autumn flood seasons, the river water level rises sharply, blocking traffic for residents living on both sides of the river. The residents have to rely on bamboo rafts to cross the river. Therefore, five ferry crossings were set up along the Bajhangxi River for bamboo rafts to dock and for residents to get on and off. The establishment of righteousness ferry crossings had significant implications for the selection of early traffic routes and urban development in Taiwan. The Bajhangxi River Righteousness Ferry was helpful for business travelers commuting to and from Chiayi City, trade and transportation, and even the economic prosperity of the Chiayi area.
