The Xinhua Village Hakka Cultural Preservation Area is a preserved old settlement. In November 2006, the Hsinchu County Government allocated the land to the Hakka Affairs Council free of charge. The council then collaborated with the Zhongxing Community, Flower Drum Troupe, and other organizations to promote traditional Hakka art activities. On one hand, from the perspective of cultural creativity and knowledge economy, it aimed to cultivate local cultural creative industries by interpreting traditional Hakka culture. On the other hand, from the perspective of urban development, the area served not only as a recreational park and green space but also as a new urban center showcasing local characteristics and enriching urban diversity. In December 2010, the Cultural Bureau's Cultural Assets Division of Hsinchu County moved in, continuing related activities and strengthening participatory mechanisms with local communities to secure more diverse resources and operational models.
