The district is centered around the Yong'an Fish Harbor in Xinwu, combining the marine Hakka industry axis (Provincial Highway 61 and 15), and the surrounding Hakka settlements, temple-related industries. Based on the rich marine Hakka culture of Xinwu and Guanyin, the district aims to strengthen the local identity, establish a cultural foundation, enhance residents' recognition, and pass on Hakka culture. This will promote the unique features of Taoyuan's marine Hakka culture and drive tourism development. The Hailuoluo Cultural Experience Park is located at the Yong'an Tourist Fish Market, which is the only Hakka fishing harbor in Taiwan. Traditional Hakka fishing methods such as牵罟 (pulling nets), blowing conch shells, and stone weir fishing are still practiced in the area. The main building of the park, the Hailuoluo Pavilion, is inspired by the spiral shape of conch shells, integrating environmental, functional, and structural considerations. The courtyard's landscape art is designed to evoke the sounds of Hakka people blowing conch shells. Adjacent to the main building is an auxiliary structure that incorporates traditional Hakka stone weirs used for fishing, adding to the overall marine Hakka charm of the park. The district collaborates with surrounding business circles to promote agricultural and fishing industries, promoting marine Hakka culture. The park features a special exhibition room with regular exhibitions to educate visitors about Hakka culture, art, and history, sparking interest in the culture.
