Background Description►Che Cheng Elementary School was established in ROC year 46 and relocated to its current location in May ROC year 76 to accommodate the Mingtan Power Plant. Due to declining birth rates in recent years, this historically significant school with nearly 60 years of history experienced consolidation and closure, formally phasing out of operation in August 2015 (ROC year 104).►To revitalize the abandoned campus site following the closure of Che Cheng Elementary School, the Sun Moon Lake Branch of Taichung City Government initiated collaboration with Nantou County Government for paid land reallocation. The land transfer process was completed from June 2017 (ROC year 106) to September 2018 (ROC year 107). Subsequently, an "Iron Road Tourism University" theme was implemented for an integrated campus revitalization, with the renovated facility officially opening on September 18, 2019 (ROC year 108). Design Description►The original auditorium "Xue Hai Teng (Learning Sea Hall)" was repurposed as the Che Cheng Visitor Center and Management Office, providing tourism service consultations for visitors in addition to features such as a nursing room, Muslim prayer room, and restroom facilities.►A collaboration with the Taiwan Railway Administration involved inspecting and relocating a vintage locomotive (R100-R114 type) and a classic passenger carriage (35SPK32700 type) to the site for display.►The "Iron Road Tourism Academy" theme was introduced along with railway-inspired elements on the southern entrance road at Che Cheng, transforming it into a new popular photo-taking spot.►Iconic structures from the school such as the original military stand platform and school entrance were preserved, serving as waiting areas and a welcoming gate.►The original playground space was converted for various uses including pedestrian pathways, compact car temporary parking zones, large bus turning lanes, and guest loading areas, addressing the limited road space issues within the Che Cheng recreational area. Achievements and Benefits►By repurposing the abandoned campus after Che Cheng Elementary School's closure into the revitalized "Railway Tourism Elementary School," the formerly educational site of nurturing students evolved into a new tourism attraction.►Combined with railway facilities in the Che Cheng recreational area—including the railway station, signal box, shunting locomotives, track layout and turnouts—this effort strengthened the "railway tourism" theme in Che Cheng. Government-led preservation of railway cultural assets and promotion of tourism development encouraged private investment and creativity, contributing to the renewal of the Che Cheng settlement.►Moving forward, the Sun Moon Lake Branch and the Taiwan Railway Administration, among other related agencies, will continue to collaborate on railway tourism and low-carbon travel initiatives. By integrating Che Cheng's forestry history, the tourism themes of Jiji Line railway tours, rail-bike low-carbon travel, and other experiences will create a multifaceted recreational environment for visitors.
