In the Taisho 9 year (1920), Taiwan underwent local administrative reforms, and Lukang became the city of Lukang in the Changhua District under Taichung Prefecture. The first mayor was Chen Huaizheng (Chen Huaizheng) from the Xahejie Qingchang Trade House, and the second mayor was Japanese citizen Yoshida Shuziro.
