The ancient name of Zhongtun was Zhongdun, named after the mound-like landform situated between Penghu Island and Baihua Island. After the Reversion, it was renamed Zhongtun due to a homophonic transformation. Later, the Yong'an Bridge and Zhongzheng Bridge were separately built, connecting the north to Baihua Island and the south to the main island of Penghu. In the end, with the construction of the cross-sea bridge, four towns—Maqong (Makung), Huxi, Baihua (白沙), and Xiyou (西嶼)—were linked together. The wind farm is located in Zhongtun Village, Baihua Township, Penghu County, and commenced commercial operation in October 2001. Situated at the second seedling nursery in Zhongtun, it has since been planned as a Windmill Park, becoming a famous tourist attraction and new landmark in Baihua Township, Penghu County. This wind farm is the second in Taiwan and the third generation of wind power facilities in Penghu, consisting of 8 units of wind turbines, each equipped to generate 600 kilowatts of power, and features variable-speed functions controlled by computers. When the wind intensity changes, the blades can adjust their angles accordingly, allowing the rotation speed to vary with power demands to maintain a stable output. Wind power generation works by utilizing wind to drive the rotation of wind turbine blades, which, through gearboxes, increase rotational speed to drive generators. The Zhongtun wind turbines begin generating electricity at wind velocities of about 2.5 meters per second. Wind farm locations need long and consistent wind periods, high average wind speeds, stable wind conditions, and an unobstructed wind field, supported by suitable geographical surroundings, to reduce investment costs and maximize power output. The 8 prominent wind turbines have become a dazzling landmark in Penghu, appearing in various music videos and advertisements such as Hsu Hui-hsin's "Take a Vacation for Love," Kymy Hsiang's "Dear, Why Aren't You By My Side," Liu Yeh's "Love Knows No Boundaries—Sealed for This Life," Zen Ya-ven's "Too Much Lies," and many other advertisement clips. The white-colored windmills not only serve as a popular photo spot but also symbolize one of Penghu's romantic landmarks.
