The Penghu Guanyin Pavilion enshrines the Bodhisattva Avalokiteshvara of the Southern Sea and is a highly representative ancient temple in Penghu. However, Guanyin Pavilion is not only a center of belief but was also once an important strategic location. This area can control Dashanyu and look out far toward Yushan Island and Baisha District. There were military garrisons recorded as early as 1622 during the Dutch rule. Later, this military configuration was also maintained during the Ming Vassal and Qing dynasty periods. The Guanyin Pavilion, with over 300 years of history, has undergone multiple repairs. It was originally built in 1696, including the construction of the ancient bell tower's bell. However, during the Sino-French War in 1885, it was severely damaged, and temple relics including two Bodhisattva Avalokiteshvara statues and eighteen Arhat statues were completely looted. In 1891, Penghu Navy Commander Wu Honglu donated silver coins for the reconstruction. In 1923, when the new Penghu Office was completed during the Japanese colonial era, the stone lions originally placed in front of the Penghu Office were relocated here. In 1959, during the renovation, the Left Wenchao Pavilion was added on the left side, which offers a view of the tides of the Taiwan Straits and the West Cape霞 of the Taiwan Eight Scenic Spots. The current Guanyin Pavilion leisure area has newly built facilities such as a waterfront recreation area, international sailing competition center, and children's playground, becoming a popular spot for locals and tourists for water activities and leisure.
