In the early years, the channels of Fangli Stream and Daan Stream were not clearly distinguished. Basically, after the stream water flowed to Liyuantan, it was called "Fangli Stream" if it flowed northwest through the coast of Fangli Village and into the sea, and "Daan Stream" if it flowed southwest into Daan Harbor. However, whenever there were sudden rains, Fangli Stream and Daan Stream would often flood, and the water in the lower reaches would crisscross, stretching as far as 10 miles. It was very difficult for pedestrians to cross the rivers, and local bullies would often hire people to operate boats to ferry passengers, taking the opportunity to extort high transportation costs. If travelers did not pay, they would even be subject to violent robbery. The local people suffered greatly from this. In the 17th year of the Daoguang period, the then Tongzhi of Danshui Hall, Lou Yun, to eliminate these malpractice, came forward to invite local gentry to donate to the construction of a charitable ferry, purchasing charitable fields, and using the rental income from the fields to pay for the charitable ferry. All at once, six charitable ferries were set up at various river crossings. This move not only solved the problem of pedestrians crossing the river but also greatly helped to develop local transportation and promote the development of new lands. The inscription on the Charitable Ferry Monument reads: "Dan shui fen fu lou shi" (Dan Shui sub-prefecture Lou's order) horizontally, "Fangli Stream Official Charitable Ferry" vertically in the middle, and on the right: "The construction of the charitable ferry began in the Dingyou year of the Daoguang period. The government provided labor and food, and travelers could cross the river as soon as they arrived, without being charged a single coin. If anyone violates this, they will be reported to the government for severe punishment." On the left: "Added Fu Shan Yin Dan Shui fen fu Lou Yun established". The Charitable Ferry Monument was initially erected by the side of Fangli Stream. As transportation gradually developed and the need for charitable ferries decreased, the monument went missing for a while. It has now been recovered and erected in front of the Shengtian Temple, in the Charitable Ferry Pavilion, for future generations to remember.
