In the early stages of Taiwan's recovery, in order to establish a foundation for local autonomy, on December 26, 1945, the Taiwan Provincial Administrative Office announced the "Plan for the Establishment of Local Opinion Organs in Taiwan Province," and based on the "City Council Organization Regulations" and "Councilors Election Regulations" announced by the National Government, the Taipei City Council was established on April 15, 1946. Although the Council was an opinion organ, it was only consultative in nature at the time. After the National Government moved to Taiwan on December 7, 1948, the local autonomy system did not operate in accordance with the constitutional system. On April 24, 1950, the "Outline for Implementing Local Autonomy in Taiwan Province" was promulgated as the basis for promoting local autonomy in Taiwan, and the Council entered the period of provincial city council. On July 1, 1967, Taipei City was upgraded from a provincial city to a directly governed municipality, and the council became the Taipei City Council, a directly governed municipal council. However, the legal system for direct governance of municipalities was not yet complete, and it was still governed by the "Outline for Taipei City's Various Levels of Organization and Implementation of Local Autonomy" promulgated by the Executive Yuan on June 22, 1967. It wasn't until the "Directly Governed Municipal Autonomy Act" was promulgated on July 29, 1994, that the Taipei City Council's legislative power, financial supervision, and administrative supervision powers were legally guaranteed, and the constitutional provision of Article 118, "The autonomy of a directly governed municipality shall be defined by law," was truly implemented. In response to the trend of decentralization and empowerment, the "Local Government Act" was promulgated on January 25, 1999, which integrated the regulatory norms for directly governed municipalities and provincial counties (cities) into one, opening a new chapter in Taiwan's local autonomy development. The Taipei City Council is a local legislative body, representing the citizens in supervising city affairs. The councilors from various districts, representing a diverse society, exercise legislative powers. Through proposals, discussions, debates, and negotiations, based on the democratic principle of "obedience to the majority and respect for the minority," the diverse opinions of the people can become policies and laws that are followed by the citizens, ensuring the rights and interests of local residents. In recent years, in addition to reflecting public opinion, supervising city affairs, maintaining harmonious relations between the government and the council, promoting party negotiations, and city exchanges, the council has also worked hard to enhance the openness and e-governance of council affairs. Through legislative supervision, the council aims to urge the city government to promote benefits, eliminate harm, enhance citizens' welfare, and improve citizens' quality of life, in order to fulfill the responsibilities of a local legislative body.
