Located on Yuanhuan East Road in Fengyuan District, the center is rich in artistic atmosphere and serves as a cultural and leisure hub for Taichung citizens. It preserves and maintains many important local cultural assets. Annual exhibitions of cultural relics are scheduled, and guided tours are available by reservation to introduce and explain the exhibits, fostering interaction between the cultural center and the public and fulfilling its social education function. In recent years, a variety of interesting cultural events have also been held regularly.
Taichung is vast and diverse, with a rich mix of ethnic groups and a wealth of artistic talent. The center, formerly known as the "Taichung Municipal Cultural Center," was established in line with a central government policy that included cultural development as one of 12 key projects, mandating that every county and city set up a cultural center. Planning began at the end of 1978, construction started in August 1980, and the project was completed by the end of December 1982. It officially opened on New Year's Day 1983, ushering Taichung's cultural development into a new era.
Since its establishment, the center has highlighted local characteristics, promoted regional culture, encouraged reading, fostered a book-loving society, organized cultural and artistic activities, raised public appreciation levels, held weekend performance plaza events to provide wholesome leisure activities, established a volunteer system to broaden participation, and offered arts workshops to cultivate artistic talent.
In 1990, the Weaving Crafts Museum was established, dedicated to preserving and researching weaving techniques, curating weaving exhibitions, and nurturing weaving talent. A national Weaving Crafts Award is held every two years. International exchange programs such as the "Asia-Pacific Weaving Art Festival," "Taiwan vs. Okinawa," and the "Japan Kimono Donation Exhibition" have been organized, accumulating cultural diplomacy capabilities and experience.
On December 25, 2010, Taichung City and County merged and were upgraded to a special municipality. The center was reorganized and, based on its location in the old Fengyuan area, was renamed "Huludun Cultural Center." It is now under the jurisdiction of the Cultural Affairs Bureau of the Taichung City Government and is the most important cultural institution in the mountain region of greater Taichung.
