Wai'an Village is located south of Xiyu Township, adjacent to Nei'an Village to the north, and benefits from natural barriers that shield it from the winter monsoons. It is the most populous community in Xiyu Township and, due to its topography, is well-suited for fishing, which serves as the primary livelihood for most residents. The villagers predominantly follow Taoism, with the Wen Wang Temple as the spiritual center, enshrining Lord Wen Fu. During the Lantern Festival, the temple becomes the focal point for activities such as turtle cake offerings and the Bridge of Safety ceremony. At night, fishermen gather at Wai'an Fishing Port in gratitude for divine protection and to pray for abundant catches in the coming year. Over a thousand fishing boats illuminate the harbor with their bright night fishing lights, which remain lit continuously for three days, creating the spectacular Wai'an Fishing Lights—a phenomenon unique to the Lantern Festival that draws many visitors. For panoramic views of Wai'an Fishing Port, one can ascend to the elevated Wai'an Three Immortals Tower. Known as Xipu Three Immortals Tower, it is situated atop a hill southwest of the Wen Wang Temple. Standing on a cliffside, the three ornamental stone towers designed to ward off evil spirits feature square basalt bases and conical stone pagodas, measuring about two meters in height and one meter in diameter. Each main tower is adorned with a basalt tower plaque. Wai'an is also home to an important historical site—Wai'an Dummy Cannon—one of the Ten Scenic Historical Buildings in Penghu. During World War II, the Japanese constructed this life-sized cement cannon to deceive American air forces into avoiding bombing raids. Located in a depression on tableland terrain, the site is connected to related installations by ditches. The cannon's structure features an octagonal mount with two cannon barrels, measuring 5.35 meters in width, 6.13 meters in barrel length, and 3.16 meters between barrels. This rare military installation not only demonstrates the strategic significance of Wai'an's location but also reflects its role in WWII history. Another notable site near the Nangu District Wugang Airport in Magong City, Penghu, is the Wudu Dummy Cannon, believed to have been constructed alongside the Wai'an Dummy Cannon and the Gongbei Dummy Tank.
