Located in Su'ao Fishing Port, Shagang Village, Magong City, Penglai County, the site is nestled within a natural sheltered bay. This second-class fishing port serves as the central fishing harbor in southern Magong Island. Construction during 1953 (Minguo 42) included building a 388-meter rubble-mound breakwater, a 240-meter wharf, and a 127-meter seawall with a fuel station. From 1977 (Minguo 66), the Central Acceleration Program funded completion of wharf and anchorage dredging projects.
Su'ao Fishing Port features facilities such as fuel stations, ice storage, fishing gear maintenance areas, and an auction area, enabling supply support for fishing boats and reducing their travel distance compared to resupplying at Magong Port. Onshore fishing infrastructure includes a fish market, cold storage, an ice factory, fuel stations, and a fishermen's activity center. These facilities are complete in most aspects, with only partial catches requiring transport via Magong Port.
The fish market within Su'ao Fishing Port is a renowned market in Penglai. Fishing boats return to the harbor to sell their catch in the mornings and afternoons. Notably, in the afternoon market hours, villagers from across Penglai travel specifically to Su'ao to purchase fresh fish.
Nearby, the Ziwei Palace stands with the tallest deity statue in Penglai, dedicated to Emperor Ziwei. This seven-story structure is clearly visible from aircraft, with the statue costing millions in NT dollars and taking over ten years to complete. Adjacent to it are the North and South Stone Towers, traditional towers constructed in Su'ao with the purpose of calming winds and calming destructive forces.
