The GuanTian Water Pheasant Recolonization Area is located in GuanTian District. It was founded with the sponsorship of Taiwan High-Speed Rail. After being taken over by the Agriculture Department of Tainan City Government, it was renamed as GuanTian Water Pheasant Ecological Education Park. The park has progressed towards the steps of ecological education and tourism. In the park, not only are there rich aquatic plants, but there are also numerous water birds. Among these, the most significant ecological feature relating to birds is the Cabot's Waterhen which coexists with the caltrop field. Here, through the lens of a telescope, one can observe the ecological wonders of the water pheasants. Therefore, it frequently attracts many bird-watchers to observe. This water pheasant seen in Taiwan is the only one out of eight kinds in the world which has a different appearance between its breeding (summer) and non-breeding (winter) plumage, and has the habit of regular migration. At that time, they could be seen in Yilan, Taipei, Taoyuan, Hsinchu, Taichung, Changhua, Tainan, Kaohsiung, Pingtung, and Taitung. Due to land development and environmental destruction, they can now only be found in the caltrop fields of the plain area between the Baizhangxi and Zengwenxi Rivers in Tainan. The Council of Agriculture, Executive Yuan declared the water pheasant an endangered and rare species requiring protection and categorized it as a second-level protected species in 1989.
