Located in Ruisui Township, adjacent to the coastal mountain range, the Hokkoku Visitor Center serves as the headquarters of the Hualien-Fengyuan National Scenic Area Administration. In addition to providing various kinds of travel brochures and friendly visitor inquiries, the front plaza of the Hokkoku Visitor Center features extensive scenic lawn, making it suitable for bringing family pets and children for outdoor activities. There is also a pavilion next to the area for travelers to relax. Ruisui Township is famous for its mandarin orange production, particularly the bittersweet orange (Danto variety) from the Hokkoku area. Beginning in mid to late March, during the orange blossom season, visitors to the Hokkoku Visitor Center can admire rows of orange trees blooming white flowers and participate in the Ruisui Mandarin Orange Blossom Walking and Running Event, experiencing a refreshing workout amidst the fragrant blossoms.
