The original name "Jibos" (in the Atayal language) was a gathering tribe of the Atayal people. The Atayal people are one of the indigenous peoples of Taiwan, with a population second only to the Amis people. They mostly live in mountainous areas with streams, which not only facilitates defense but also provides easy access to water. A few years ago, a car commercial rediscovered the pure and simple beauty of Luchang, and its natural and unaffected charm is its greatest attraction. The residents here are mainly Atayal people. During the Japanese rule, the population included over 300 people from the Fengmei and Pusulukehu communities, with a public elementary school, Japanese police station, post office, and exchange office. However, after a geological event, the residents moved to Donghe Village for safety reasons, leaving Luchang with a sparse population. Currently, old buildings can still be seen on the mountain, but the school left over from the Japanese era has been demolished.
The Atayal people in this township mostly migrated from other places, with their origins coming from the Makanaqi system, the Xakaro group, and the Morigroup's Luchang group. According to investigations, the Atayal people currently living here originally lived on the mountainsides and gentle slopes between two small tributaries on the upper reaches of the Xiaro River, a tributary of the Shangping River. Their ancestral lands are on the mountains on both sides of the northern ridge of the Xue Mountain Range, with Mingtou Mountain to the north and Luchang Mountain extending to Zhaotou Mountain to the south. After the ROC took control of Taiwan, some of the indigenous people who were "forcibly relocated" returned to their ancestral lands, but due to difficulties with transportation and living conditions, almost all of them remained in Luchang.
The features of the tribe include:
* The Jia-li Mountain Trail, which is 5.8 kilometers long and has the remnants of old forestry rail tracks. The mountain peak has a triangulation point, from which one can see the Xue Mountain ridgeline and Luchang Mountain in the distance.
* The beautiful and magnificent landscape of the Immortal Valley, which has a boardwalk, pavilions, and a suspension bridge for visitors to stroll on. From the suspension bridge, one can look down on the famous "Immortal Double Waterfall."
* The Japanese Police Memorial Monument, which is located behind the old Luchang Elementary School. The Japanese had built the monument to commemorate their police officers who were killed in a confrontation with the Atayal tribe while developing the mountain forest resources.
* The Kuhua Pond, which is about 1 kilometer away from Luchang. The pond's source is the Fengmei Stream, and it has a hidden waterfall. The clear and deep pond is a popular summer spot for wild stream and waterfall enthusiasts, and many tourists come here for canyoning and cliff diving. To improve and enhance tourist safety, a stone-paved path and steel bridge have been built, and safety ropes have been installed on the slopes, along with rest platforms and interpretive facilities.
