A two-story Western-style building with a white exterior, column-pilasters in the Greek style, and a design reminiscent of Southern American Colonial architecture serves as the official residence for U.S. ambassadors, including Blue钦, 庄莱德, and Cole克. After the 1979 U.S.-Taiwan official relations terminated, the last ambassador left Taiwan, and the building was officially closed.

After remaining unused for decades, the building was designated as a Class Three historic site by the Ministry of the Interior on February 20, 1997, and thus experienced a new turning point. The Taipei City Cultural Affairs Bureau entrusted the Taiwan Film Culture Association to operate and manage the building, transforming it into a cinema culture-focused space known as "Taipei House."

It features the Light Spot Theatre with 88 seats. The "Light Spot Red Balloon" serves as a film salon offering light meals, accommodating approximately 50 people and open to the public until 5:00 PM daily. The corridor exhibition displays works by various artists and includes a 25-ping multi-functional arts and culture hall that can accommodate 60 people and houses film-related bookshelves for public reading. Activities such as lectures, forums, and tea gatherings can be held there. The "Light Spot Coffee Time" café is located beside the garden's old trees, and the "Light Spot Life" bookstore specializes in books themed around films and urban culture. The Light Spot Taipei has illuminated the beauty of cinematic culture in Taipei.
