In 1986, the "Shalu Township Library" was established on the fourth floor of the Shalu Township Office building, with a collection of 12,922 volumes at the time. To provide a more convenient reading space, the then-town mayor, Chen Mingdi, hoped to collaborate with private enterprises to build a larger library, in line with the government's policy of "a library in every village." Partnering with the local "Weidun Enterprise," the township office provided public land spanning 4,797 square meters, while Weidun Enterprise invested in the construction funds. The Taiwan Provincial Education Department and Taichung County Government provided additional funding for equipment. Construction began in 1987 by Weidun Enterprise, was completed by the end of 1988, and was handed over to the township office for operation. The library officially opened on February 20, 1989, and began formal book lending services on July 14 of the same year. In recognition of the founder of Weidun Enterprise, Mr. Yang Shenbo, the library was named "Shalu Township Shenbo Library." On December 25, 2010, due to the merger of Taichung County and City, the library was reassigned to the Taichung City Government Cultural Bureau and renamed "Taichung City Shalu District Shenbo Library." On March 1, 2016, it was reorganized and reassigned as the "Taichung City Library Shalu Shenbo Branch." The Shalu Shenbo Branch is located near the Shalu Administrative Center and is close to schools such as Shalu Junior High School, Shalu Elementary School, Beishi Junior High School, Shalu Vocational High School, Zhulin Elementary School, Providence University, and Hongguang University of Science and Technology, serving a broad audience. In 2003, the Shalu Shenbo Branch was a pioneer nationwide in promoting the "Bookstart" reading promotion program for infants and toddlers, introduced from the UK. The following year, it also launched a parent-child reading club, allowing reading to accompany the growth of children. Additionally, the Shalu Shenbo Branch is one of the most prominent "film-themed" specialty libraries in the country. Its collection includes thousands of film-related books, audiovisual materials, periodicals, film festival handbooks, movie posters, and more. It also has complete film projection equipment, regularly screening films from around the world and organizing themed film festivals, making it a public library with a strong cinematic ambiance.
