It was originally the site of the Taiwan branch office of Ōkura-gumi Civil Engineering Company. In the late 1930s, it was taken over by Shōji Sadoshima, a sake merchant who imported "Fuku娘". On January 1, 1946, Song Fei-ru and Wang Tianlan operated the People's Guide here, which made sharp comments and criticisms on current affairs. After the incident, Song Fei-ju and Wang Tian-lan were arrested in 1948 and disappeared, and were sealed by the police for the crime of "ideological and reactionary remarks, slandering the government and inciting violence".
