According to legend, there was once a sage with profound spiritual power in Ansanshi Village. After this revered and extraordinary individual passed away, villagers cleaned his internal organs at a riverbank. They accidentally left behind his liver and intestines, which transformed into a turtle and a snake causing mischief in the village. The villagers endured unbearable disturbances and sought help from the God Emperor at Beitian Temple in Anshan. The deity used a sword to subdue the rebellious turtle and snake within the tower. The sword, turtle, and snake also became the three treasures within the stone tower. The Ping'an Pagoda has since become a symbol of Anshan Village and serves to protect the safe navigation of ships.
