The Taichung City Hall was built during the Japanese rule in the 44th year of the Meiji period (1911 AD). The building is in the Western classical style and is renowned for its Shinohara-style red and white brick wall design. It is also the first reinforced concrete building in the Taichung area. Originally, it served as the office of the Taichung Prefecture Public Irrigation Association and the Taichung City Administrative Office. It also housed the Municipal Archives, Press Room, Traffic Bureau, and other administrative spaces, making it a prominent landmark and historical symbol of the city. It was designated as a historic building of the city in 2002. The building's design is in the Baroque style, representing a large modern governmental structure. The entrance emphasizes decorative elements, with varied windows and intricate ornamentation. The main entrance features a two-story columned portico in the Greek Ionic order, with a facade adorned with plaster moldings, keystones, and decorative medallions on the gable. The classical domed roof, composed of eight sets of wooden trusses, is both visually striking and one of the few wooden domes of its kind from that period in Taiwan, surrounded by circular louvers. The building combines brick, wood, reinforced concrete, and steel structures, exemplifying the architectural techniques of the Japanese colonial period. The Taichung City Hall completed its investigation, research, and restoration plan in 2004 and was fully restored by 2016. The Cultural Bureau subsequently outsourced its operation to a private company under the OT (Public-Private Partnership) model. Currently, the building is managed by "Hao Yishi Co., Ltd." The first floor, named "Hao Yishi Arts and Cultural Space," features themed exhibitions, a shared reading area, local industry showcases, and cultural and craft experiences. The second floor is home to the Italian restaurant "Narratore – The Storyteller," offering Northern Italian cuisine under the guidance of Chef Lance Lin, who previously worked at a Michelin-starred restaurant in Italy. It is hoped that the Taichung City Hall will become a hub for cultural and artistic energy in the western district of Taichung, bridging the gap between the public and historical culture, stimulating local economic activity, and becoming a representative historic and cultural landmark of Taichung.
