Historical Background: The Kai Hua Temple, designated as a county-level historical monument, was formerly named Guanyin Pavilion. It was established in 1724, during the second year of the Yongzheng era of the Qing Dynasty, by Tan Jing-zheng, the first county magistrate of Changhua. Changhua county was officially established in the first year of the Yongzheng era, and the administrative offices were not completed until the sixth year of the Yongzheng era. Prior to that, administrative affairs were handled within the walled city of Juruo County (now Chiayi County). Therefore, Kai Hua Temple is noted as being "founded before the construction of the city walls and official buildings, thus serving as the origin of political, cultural, and religious activities in the region and the earliest temple or ritual site in the area."
