The original site was initially the "Takasago Iron Factory" (Takasago Casting Co., Ltd.) invested by the Kuo family in Lukang in 1917 during the Japanese rule. It was later managed by Kuo Yan-Bixia (wife of Kuo Yue-Fu), the wife of Kuo Hsien-Jung. After the war, the factory was taken over by the Nationalist government. The factory was forcibly closed due to Kuo Yan-Bixia's involvement in a case of suspected espionage. Later, it was converted for use by the Ministry of National Defense's Bureau of Confidentiality. During the early 1950s, it was a key location used as a prison for interrogating political prisoners during the White Terror.
