After the February 28 incident, the Taiwan Provincial Political Construction Association actively coordinated between the government and the people and participated in the handling committee. On March 8, the association released a "Letter to Fellow Countrymen," proposing principles and guidelines for political reform. As the crackdown began, the authorities arrested and killed association members on the grounds that the communist organization was inciting the masses to rebel. The association used the second floor of 3 Min Bookstore, Yanping North Road Section 2, Daitong District, Taipei, as its office, and the first floor as the 3 Min Bookstore. Jiang Weichuan also was put on the list of people to be arrested for assisting and coordinating with the governor's office to handle the February 28 incident.
