Taichung City has long been renowned as a cultural city, with a flourishing literary atmosphere and well-developed educational endeavors. Various sectors of society have spared no effort in promoting cultural activities. In 1976, the renowned entrepreneur, Mr. He Yong, donated funds to build a cultural center on Shuangshi Road, which became the first cultural center in Taiwan. In 1979, as part of the central government's 12 key construction projects, subsidies were provided for the establishment of a cultural center in each county and city. Taichung City chose a site on Yingcai Road for construction, which began in August of the following year and was completed on November 12, 1983. The center spans an area of 16,615 square meters and was named the "Taichung Municipal Cultural Center." (The original cultural center on Shuangshi Road was renamed "Wenying Hall" in 1983 and later transferred to the management of National Taiwan University of Sport in 2012.)
After the merger and upgrading of Taichung County and City into a direct-controlled municipality on December 25, 2010, the center was renamed the "Taichung Municipal Dadun Cultural Center." On January 1, 2013, it was reorganized and incorporated as an internal unit of the Cultural Bureau, officially named the "Taichung City Government Cultural Bureau Dadun Cultural Center." The management scope of the Taichung Dadun Cultural Center includes the Zhongshan Hall and shares its premises with the "Taichung Municipal Library Dadun Branch." The venue comprises 10 exhibition rooms, along with facilities such as an auditorium, audio-visual screening room, briefing room, conference room, workshop classrooms, reading areas, and self-study rooms. It serves as a comprehensive educational venue, suitable for organizing various cultural and artistic promotion activities, making it one of the most important cultural hubs in Taichung City.
