In the lotus pond area of Taipei Botanical Garden, the building was constructed during the early Showa period (1930s) under Japanese rule. Originally a teahouse, the original address was "No. 323, Nangang Town, Taipei City, Taipei Prefecture." Later, it was named "Nangang Town 323." Due to long-term disrepair, it gradually fell into disuse. In recent years, renowned architect Guo Zhongduan and Professor Horigome Masashi have assisted in restoring its original Japanese architectural style. Additionally, Japanese garden designer Koichi Motoyama from Nagano Prefecture designed a traditional Japanese rock garden.
