Located in the Tamsui District of New Taipei City, the "New Taipei City Huwei Leisure Agriculture District" combines five major neighborhoods (Pingding Village, Shuxing Village, Ganzhen Village, Zhongliao Village, and Shuiyuan Village). The area is mainly composed of mountainous and valley terrain, providing a habitat for medium- to low-altitude flora and fauna. Visitors can observe original forests, wild animals and plants, butterflies, insects, fish, and protected bird species, such as the crested serpent eagle, collared scops owl, Taiwan blue magpie, and the grey wagtail. Since the area has suffered minimal destruction from human activities, it retains a rich natural, cultural, and agricultural landscape. The district also offers historic cultural assets and rural products, making it a leisure agriculture district that combines natural ecology, storytelling, and history.
The area is divided into two main sections based on two major attractions. The first is the Tianyuan Temple on Beixin Road, and the second is the Huwei Cherry Blossom Avenue on Denggong Road. Beixin Road has numerous scenic spots and businesses, including the popular Tianyuan Temple during cherry blossom season, as well as Maple Lake, Kouchouzi Eco-Park, the historic Flagpole House, and the Zhongliao Dawang Temple. For hiking, visitors can explore the Shanzitoudeng Mountain Trail. The farms in the area include Beixin Organic Leisure Farm, Liuchuan Tianxia Sightseeing Factory, Shiqiangwa Nei, Luomama Natural Farm, Houliu 6th, Caotang Huashu, Yuanfeng Leisure Farm, and Tiexiong Small Landscape Leisure Farm.
The Huwei Cherry Blossom Avenue on Denggong Road is a popular attraction during cherry blossom season. Nearby scenic spots include the Charcoal Kiln, Washing Cave, and the Sanshengquan Mountain Trail. Businesses in the area include the Ashan Brother Leisure Farm, Shulin Mouth Tea Garden, and the Sanshengquan Farm.
Visitors to the Huwei Leisure Agriculture District can not only enjoy the natural scenery and cultural heritage but also experience rural life. Throughout the four seasons, different flowers can be seen, such as the cherry blossoms on the Huwei Cherry Blossom Avenue in January and February, the Yoshino cherry blossoms at Tianyuan Temple in March, wisteria flowers in April, and hydrangeas and loves flowers in May. During the summer, the area offers a rich ecological environment. With the famous Tamsui Old Street, Fisherman's Wharf, and Fort San Domingo nearby, the district attracts large numbers of tourists on holidays.
