The predecessor of the Penghu Development Center was the residence of the governor of Penghu during the Japanese colonial period, and it also served as the official residence of the Penghu County Governor after Taiwan's liberation. It was completed and opened on March 10, 1935 (Showa 10), and, together with the Penghu County Government building, it represents the typical “Western and Mixed” Japanese-style architecture—robust in structure, elegantly designed, and set within a tranquil garden. After the house fell into disuse due to its aging condition in the 80th year of the Republic of China, the county government restored it in 1988 following the original architectural style and converted it into the “Penghu Development Center.” It has become the first stop for learning about Penghu and a cultural venue for Penghu’s heritage, leisure, and tourism.
Inside, the museum displays materials and artifacts related to the development of Penghu, arranged sequentially from history—an overture to development, the long journey of immigration, the daring ventures into the Black Water Canal, settlement development, war—fires on Penghu, political and economic, cultural, and educational development, current construction status, and reading about Penghu. The exhibits narrate the arduous journey of the ancestors’ development efforts.
The entire facility covers an area of 2,001 square meters (about 605 ping); the indoor area is 320 square meters (about 97 ping). The outdoor garden features century-old banyan trees and towering large-leaved olive trees, along with many plants unique to Penghu, providing a high-quality relaxation space.
