Introduction
【New Harbor Leisure Agricultural Area】 is located in Toucheng Township, Yilan County, and its scope includes Huajing Village, Gangkou Village, and Wai'ao Village, hence the name "New Harbor Leisure Agricultural Area". This leisure agricultural area is the only one in Taiwan that covers both agriculture and fisheries, with a focus on combining mountain and sea experiences, allowing tourists to deeply understand the local characteristics. The area is surrounded by a long and narrow coastline and mountainous terrain, with a rustic fishing village atmosphere, rural scenery, and rocky and sandy shoreline landscapes.
Toucheng Township's Wai'ao Beach has become a popular destination in recent years, attracting a large crowd every summer to play in the water and surf. A tourist service center has been set up here to provide services to tourists and promote local industries. The area is surrounded by a long and narrow coastline and mountainous terrain, with industry development and landscape scenery shaped by its unique geographical location and environment, featuring a fishing village atmosphere, rocky and sandy shoreline landscapes, and a rustic coastal rural scenery.
With the theme of developing leisure fisheries and agriculture in Toucheng, the area utilizes local agricultural and fishery resources, as well as mountain and sea scenery, to promote traditional agricultural and fishery industries through production, life, and ecological "three-life" approaches. The area integrates and connects the agricultural and fishery industries and ecological resources of Toucheng's coastal area, creating a unique and high-quality agricultural and fishery leisure area in Yilan. This allows people to have a deeper understanding and experience of Toucheng's coastal area and promotes local economic development and residents' living environment.
Gueishan Island
Gueishan Island is a volcanic island located in the Pacific Ocean, east of the Lanyang Plain. Its name comes from its resemblance to a floating turtle. The waters around Gueishan Island are relatively shallow and flat, making it a popular spot for fish to gather, and it is one of Taiwan's three major fishing grounds. It is also a key location for whale and dolphin watching, with 17 species of whales and dolphins, including bottlenose dolphins, Indo-Pacific bottlenose dolphins, and false killer whales. The best season for whale and dolphin watching is from April to September. Currently, there are entertainment boats docked at Wushi Harbor, providing whale and dolphin watching services and marine cultural experiences. Visitors should not miss this opportunity. (Note: The main pier for visiting Gueishan Island is Wushi Harbor in Toucheng.)
Wai'ao Beach
Wai'ao Beach is located in Toucheng, Yilan, just north of Wushi Harbor. It is a flat beach with white waves rolling in, creating a sparkling effect in the sunlight. The silhouette of Gueishan Island can be seen in the distance, making it a breathtakingly beautiful spot. In addition to playing in the waves, the beach also offers exciting and challenging activities such as paragliding and surfing. Visitors can come to Wai'ao Beach to enjoy water and sky sports, and there are service centers in the area to provide convenience to tourists. The building itself is also a popular spot for tourists to take photos.
Lanyang Museum
The exterior of the Lanyang Museum is designed to resemble the single-sided mountains commonly found on the north coast. The museum is a center for Yilan's humanities, tourism, natural history, and cultural research. The museum's logo is meant to convey the idea of "harmony between humans and nature" and "links between humans and history". After discussions among Yilan's museum experts, historians, natural ecology teachers, local painters, and county officials, the logo was designed based on the traditional wooden carvings of the Kavalan indigenous tribe. The logo also acknowledges the hard work and contributions of many people who made the museum possible.
Jinche Castle Cafe
Jinche Castle Cafe is located in the Wai'ao Forest Park and features a castle-like building that is very beautiful. From this cafe, visitors can enjoy a panoramic view of Gueishan Island's stunning scenery. The unique architecture stands out on the mountain, making it a prominent landmark in Wai'ao.
Wai'ao Paragliding
Paragliding is no longer just a dream, as visitors can experience the thrill of flying from Wai'ao Paragliding Base. After taking off, visitors can soar above the ocean, taking in the breathtaking views of the Lanyang Plain and Gueishan Island.
Beiguan Coast Park
Beiguan Coast Park is located in the northeastern corner of Toucheng, with many single-sided mountains, tofu rocks, and small capes formed by millions of years of erosion. Beiguan is the largest and most dangerous of these single-sided mountains, with nearby tofu rocks and small capes creating a unique natural landscape. The park is managed by the Northeast Corner Management Office and is also known as Lancheng Park.

Transportation
* Rail: Visitors can take the Taiwan Railway North Link line and get off at either "Gueishan" or "Wai'ao" stations. However, only local trains stop at these stations.
* Drive:
- National Highway 5: After passing through the Snow Mountain Tunnel, take the Toucheng Interchange and turn right to enter Toucheng via Provincial Highway 2 (Qingyun Road).
- North Coast Highway: Provincial Highway 9, also known as the North Coast Highway, is the main highway from Taipei to Yilan.
- Coastal Highway: Provincial Highway 2, also known as the Coastal Highway, follows the northeastern coast and offers scenic views.
- National Highway Bus: Visitors can take the Kuoguang Bus from Taipei Yuanshan Bus Station via Nangang Bus Station to Toucheng Lanyang Museum, with buses departing every 60 minutes on weekdays and every 30 minutes on weekends.
