White walls and blue tiles make up a majestic structure that stands 70 meters tall at the center of the memorial park. No matter which angle visitors approach from, the sight appears magnificent. Overseas tourists visiting Taiwan are drawn inevitably to this location, regardless of how their itineraries are arranged. Within the lower levels of the memorial hall are exhibitions, displays, and a merchandise shop.

The memorial hall is dedicated to Dr. Chiang Kai-shek, Taiwan's first president of the Republic of China, who passed away in 1975. The following year, the Executive Yuan commenced construction of the Chiang Kai-shek Memorial Hall, designed by Yang Chao-cheng, the architect behind the Grand Hotel at Yuyuan.

Originally, the site served as the headquarters of the Army General Staff - the largest military zone within Taipei's urban area at that time. Gold transported from mainland China was reportedly stored here. The memorial hall's exterior features blue and white - the primary colors of the national flag - while its rooftop dome displays the "Blue Sky and White Sun" national emblem with twelve radiant beams. The bronze statue faces west toward the Presidential Office and mainland China, each arrangement carrying symbolic significance. Evolving alongside democratic ideals, the plaza before the memorial hall has transformed into a prominent gathering space for democratic movements.
